Expression of Interest (EOI) for Australia skilled visas - SkillSelect effectivity 1 July 2012 - what does it all mean?

Intending skilled visa applicants need to be aware of the changes proposed for Australia's skilled migration system   

The change to an Expression of Interest (EOI) system for Australia general skilled applicants is a further modification and enhancement to Australia's skilled immigration system.

An EOI system has been in operation in New Zealand for many years.   Australia is finally following suit but there will be inevitable differences in the way the EOI system works. Australian EOI applicants can remain on the Australian SkillSelect database for up to 2 years.  SkillSelect will be a two stage process where potential applicants register claims for skilled migration through the online Expression of Interest (EOI), and subsequently may be invited to make an application for a visa. SkillSelect will commence from 1 July 2012.   The SkillSelect system is not simply a renaming of the existing Skill Matching database - introduction of SkillSelect will supersede the Skill Matching Database which currently operates. The Australian Department of Immigration & Citizenship (DIAC) will decommission the existing Skill Matching Database which will take place in a phased manner.
  • Phase 1: No new applicants are being added to skill matching database after 30 June 2011.  However, applicants who are currently registered on the database can still update their information. Employers and state and territory governments can continue to access the database to source skilled migrants.
  • Phase 2: The skill matching database will be shutdown on 1 July 2012  

SkillSelect will connect state and territory governments and Australian employers with potential skilled workers through a central database of prospective skilled migrants.

Visa subclasses to be affected by SkillSelect
are:
  • Skilled – Independent (Migrant) subclass 175
  • Skilled – Sponsored (Migrant) subclass 176
  • Skilled – Independent (Residence) subclass 885
  • Skilled – Sponsored (Residence) subclass 886
  • Skilled – Regional Sponsored (Provisional) subclass 475
  • Skilled – Regional Sponsored (Provisional) subclass 487.

All prospective applicants for the above visas will need to submit an EOI and receive an invitation before they can apply. All new applicants for skilled independent, family sponsored or state/territory sponsored migration will need to submit an EOI and then be issued with an invitation before lodging their visa application.  Certain transitional arrangements will apply.  The first round of invitations is not expected until January 2013.
